EDITOR'S INTRODUCTION |
In this lecture, the UK "drugs czar", Keith Hellawell, discusses the challenges he faces in defining and resolving the problem of drugs in Britain. On the one hand, he emphasises the need for balanced engagement in a debate that excites the passions of extreme moral authoritarians and extreme civil libertarians alike. On the other hand, he stresses the urgency of curbing the movement of drugs across national borders onto UK streets, and implementing a trans-national drugs policy. |
